In 2020, Rainbow Company (later known as Rainbow E&M) created Future Idol, an idol development project for the purpose of debuting various project idol groups throughout 2021, 2022 and 2023 through its project, known as 'Future Idol Asia'. On May 7, 2023, Future Idol revealed Closer as one of their first idol groups formed in early 2023 which were not previously part of their first or second Future Idol showcase. The same day, Closer released a teaser video revealing their debut date to be on May 16, 2023, with the single "Eternal Love".
