On July 10, 2023, Troy Entertainment opened a joint Instagram account for their trainees Enny and Melody. On December 1, 2024, Troy Entertainment uploaded a singing cover of the two stating it is a "pre-debut project". A few more covers were posted after to showcase the trainees' skills.
On January 11, 2026, Troy Entertainment rebranded Enny and Melody's joint Instagram account and revealed that they will be debuting a new group soon. The same day, it was announced that the group's name is NAVILLERA with the lineup consisting of four members which includes Enny and Melody. On January 14, Saya and Rila were announced to be the final members of the lineup.
On January 20, 2026, NAVILLERA announced their debut is scheduled on February 3. On January 28, it was announced that the group would be making their debut with the digital single "No Limit".
